At Dufferin Mall, Galleria London and Covent Garden Market startup stores were encouraged to move in under the terms of a license agreement, rent as a fixed percentage of gross sales. Once percentage sales reached the level of market rent, the licensee was required to sign a lease at market rates. The result was the creation of many new businesses.
