Welcoming youth into the mall with open arms may seem like a risky tactic but the pay-off was in one newspaper writer’s words “a miracle”.

This strategy was a contributing factor to an incredible five year decline in the crime rate by 38.7 per cent within the mall and a 16 per cent decrease in crime in the surrounding community, according to police statistics.

“Combat negative social conditions with positive social conditions – not rules and regulations. We were giving kids a sense of self-worth. When kids have a sense of self-worth they don’t take drugs or get involved in inappropriate activities – they don’t need to.”
